with CBR materials, personnel are essentially trapped and therefore can't create sufficient distance to move away from the threat. Having the most current CBR Defensive systems on the deckplates is only effective if they have been properly maintained and sustained. As with every acquisition program, the operations and sustainment piece is what drives the cost and as with all of the services, the Navy must assure every dollar counts in performing these critical sustainment functions. Our operations strategy truly hits everything from cradle to grave. Our division has a sound base of science and technology but it is critical that we install and integrate technologies the warfighter can utilize to assure that the use or threat of chemical or biological weapons or radiological contamination will be a non-decisive factor. A critical part of our operations strategy is to provide direct Fleet support that serves as our direct link for feedback on current and future user needs, issues or problems that need to be addressed. Incorporating the Unincorporated The historical challenge for the Navy is that shipboard CBR defense is not a dedicated billet but instead comes under the category of damage control. This includes CBR defense but also includes other major areas such as protection against fires and flooding. Reports received by the Navy Board of Inspection and Survey revealed a vulnerability – the state of CBR defense readiness was not 100%. Therefore, it was decided that the CBR Defense Division would establish a Waterfront Support Team in fiscal year 2008 to meet these requirements throughout the Fleet. Chuck Lansing, damage control officer for commander of Naval Surface Force Atlantic had the following to say concerning this challenge. "Within the Navy, CBR defense is currently not a dedicated billet. It's contained under the responsibilities of the damage control rating and is the responsibility of the damage control assistant, which is an 18 to 24 month tour within the officer ranks," said Lansing. "One of the fallouts of this was observed ten years ago through INSURV (Navy Board of Inspection and Survey) reports and ship visits – CBR readiness was not at the level that it needed to be. Therefore, the NSWC Dahlgren Division Waterfront Team established the Readiness Assist Visit charter which has proven to be highly successful towards increasing the state of CBR readiness prior to deployment. Because this team not only inspected ships – but also trained Sailors while repairing Chief Damage Controlman John Parks, from Houma, LA, trains Sailors aboard the guided missile destroyer USS Porter (DDG 78) during a simulated flooding scenario. Porter, forward-deployed to Rota, Spain, is conducting naval operations in the U.S. 6th Fleet area of operations in support of U.S. national security interests in Europe.
